mscorcfg.msc (.Net 2.0 config tool)

How can I install the mscorcfg.msc (.Net 2.0 config tool) without installing
the entire SDK? I cannot add the mscorcfg.msc as a snap-in(snap-in failed to
initialize - Name -Unknown) . I would rather use the mscorcfg.msc and not the
caspol.exe.
