Deploying application to terminal servers

I have a very simple winform application that I want to be able to access
via our terminal servers.

I have tried the Click Once approach but every time a user clicks on the
icon it tries to install into a local, on the server, cached copy and gets
rejected for security reasons.

Next approach was to install the application on all of the terminal servers
and run it that way. It works, but it's a pain whenever a new version has
to be installed.

Does anyone know of a way to deploy, or install, the application to a remote
server and run it from there with just a shortcut, or to automatically
create a setup that will install the application to all or our terminal
servers?
