Failed to Connect to Transport Server

I have set up an application server for .NET web applications on a new 2003
virtual server. Suddenly I am getting the following:

COMException (0x80040213): The transport failed to connect to the server.

from our applications. I have aready checked the source code and it is
pointing to local host for the SMTP server. The permissions seems to match
another server I have that is sending mail. Interestingly, I am able to send
mail using classic asp on this server. Just the .NET mail is not working.
We are not using Exchange, and this server is set up as a relay to another
SMTP server.

Any advice?

Using Framework 1.1, ASP.net 1.1 I test my applications that send e-mail on my personal computer : iis - local host - wwwroot - no problems. Then all of a sudden I get this error: "Transport failed to connect to the server" I try applications that HAVE RUN FINE IN THE PAST. Still this error.
