WebApplication packaging

Hi All,

I want to create a msi package for an ASP.net webapplication. I want to set
different user level permissions for different folders as a part of msi
package. So when i deploy the application using msi, it should create the
folders with the settings i specified above.
My question is "Is it possible to create the package using VS.net Package
tool?"
If not 'should i go for third party tools like installshield?'
If i should go for installsheild, then is there any article in microsoft
sites detailing how to create an ASP.net package using installshield?
which version of installsheild should i choose?
