Transactions using web services

I am implementing a logic in which in a method (in a class library accessed
by an ASP .Net page) I have to call a web serivce first that inserts a record
in one database and then I have to make a call to my application's database
and insert few records in it. Now I want to do this in one transaction so
that if any insert statement in my application's database fails the insert
done by the web service should also rollback. Is there a way I can implement
it. In simple words I want a web service method call and database call to be
a part of one transaction so that if the database query fails changes made by
the web service method in a different database are also rolled back.

Hi Experts I've written a c# windows service which runs another program at certain intervals. The other program may take upto 20 minutes to complete it's tasks. My question is what happens to the other program if a user decides to manually stop the service (or there was a power cut) when the tasks have not fully completed?
