Disable user control alive at design time?

Is there anyway to disable user controls being alive at design time?

I have a user control which is throwing an exception in the constructor, and
as such prevents me from loading my solution anymore (everytime I load the
solution, the control gets instantiated, and I get the option of choosing a
debugger... after debugging, I get kicked out of Visual Studio...)
