Can't Configure FPSEon Windows 2000

I Purchased Visual Studio .Net Enterprise Architect
I Have Installed it on my Window 2000 computer with a
FAT32 file system. Service Pack 4 installed. However in
installing IIS I have been unable manually configure FPSE.

The instructions are clear

To manually configure FrontPage Server Extension on
Windows 2000
1. On the Start menu, choose Settings, and then Control
Panel.
2. Select Administrative Tools, and then select Computer
Management.\
3. In the Computer Management dialog box, expand the
Services and Applications node, and then expand the
Internet Information Services node.
4. Right-click Default Web Site, choose All Tasks, and
then choose Configure Server Extensions.
Note If the Configure Server Extensions menu command
is missing, FrontPage 2000 Server Extensions are already
installed
However, in step 3 above, there is no Internet Information
Services node. There are three nodes:
WMI Control
Services
Indexing Service

I cant go any further

It was installed. However I uninstalled it then
reinstalled it. I was then able to reconfigure FSPE
properly.

I've got MSDE, SQL Server 7.0, installed. I want to handle an .mdf developed by someone else so I loaded the .mdf into my /DATA folder. But, MSDE/ODBC can't see the database.
