Could not find file....'Interf ace not registered'

all,

not sure what the best place to post this one, hopefully someone can help
because this is a real show stopper. i am getting the error shown below
when i try to build a deployment project. all the projects build fine, but
when vs.net starts to create the msi the error occurs.

i am seeing this same (the file sometimes differs) error on two different
machines so i don't think it is related to the computer. i have uninstalled
vs.net (2003 profesional is the current version) and re-installed. i have
removed the setup project from my solution and created a new one. the error
persists. if i remove the file then the error just shows another file
listed. if i add debug symbols to my install than the error will often list
one of the pdb files.

i was at one time able to create the setup without problem, and i am not
aware of having changed anything between the last sucessful build and when
the error began to occur (well i made modifications to the applications,
just not the installer project).

HELP, i need to get this application delivered.
