FlsAlloc, etc. -wasting cpu cycles every time MSVCR71.dll is loaded?

Hi, I was profiling one of my apps in depends.exe, and noticed the functions
FlsAlloc, FlsFree, etc. being searched for every time that msvcr71.dll was
loaded. I have seen it before too, but I didn't realize it was a failed
GetProcAddress for each one every time an app is loaded. I imagine this
means that if it were not a failed lookup, then it would take less time to
load everyapp that references this library. its not that big of a perf hit
but every bit counts so how can I get this dependency removed, or fixed, or
something? I don't like the idea that anyone without w2k3 server has to
suffer slower load times because the runtime assumes its 2k3 server until it
can't find a few missing exports.
is there anything I can do here? can someone at least point me to some
official documentation on the matter? so far I haven't found anything of the
sort.
