.NET Framework will not install

I am attempting to install an update for WinXP Manager. When I try to install
it, I get an error window that tells me I have to have .NET 1.1 installed, I
thought I did, I downloaded .NET Frameworkl 1.1 from Microsoft. When I try to
install it I get an error window that informs me that the program is not a
valid Windows 32 application. I'm puzzled since I have to have .NET installed
to get to this page. Is .NET 1.1 part of SP2 or is it part of Win XP Pro?
