Visual C# .Net Compiler could not be created"

Everytime I try to open an existing web applicaton I get the following
error:

--------------
Project 'xyz' could not be opened because the Visual C# .Net Compiler could
not be created.
Loading the .projdata file failed or the disk is full.
--------------

Anyone have any idea how to fix this.

I have reinstalled visual studio 2003 three times but the problem remains.

I have also reinstalled the .NET framework 1.1.
