Format of the initialization string does not conform to specificat

Hi everyone,
I have a .NET app invoking from the ASP page. It has to load bunch of data
during first visit.

The app works fine on the Staging and Prod server. This is the first time
the company got the separate machine as a Development server. I have
installed .NET Visual studio and framework on the machine. I copied all the
files and necessary information from staging to the development box.

I am getting the following error while invoking the .NET App.

Format of the initialization string does not conform to specification
starting at index {0}.
*************** *************** *************** *************

The only difference between those two machines is one is having .NET runtime
only (where the app works) and one is having .NET runtime and VS .NET.
I am sure that it is some configuration issue. I looked at the KB article on
this one that suggests to have .NET 1.1 framework installed. I have both
machines with laterst versions.
Any insight or clues would be a great help!
