GetSavedLicense Key and SetSavedLicense Key woes.

Greetings
I am developing a licensed component. The license is a design-time license.
However, I want to do some checks at runtime as well.
I am using a license file, which I signed with my private key and since the
assembly is strongly named, the public key is embedded in this assembly. The
license provider is then verifying the file with this public key. Sofar so
good, nothing fancy about it (except for the time I spent on this because of
the total lack of consistent documentation).
I stumbled on something peculiar though: the SetSavedLicense Key and
GetSavedLicense Key methods from the LicenseContext class. The MSDN
documentation states that both methods only do what they should do if they
are overridden. But it looks that the truth is much more complex: my
experience is that they sometimes do work and sometimes not, and I don't
find the logic in it.
In some cases the calling assembly is actually embedding the license key in
its resources (easily verifyable with Reflector) and in other case it is
not. In some cases the saved license key is actually retrieved from this
embedded key, in other cases not. In all those cases the LicenseContext from
the LicenseManager has not been touched. Is there anybody who has an
explanation for this behaviour?
