Deploy Web project to install as "All Users"

Hi all,

It seems a Web Deployment Project always installs as "Just Me".
I have a merge module project that has to install as "All Users" as part of
my web application. This is because in "File System" editor, I put some
files under "User's Application Data" folder. If a deployment project is
installed as "All Users", then files are placed under "C:\Documen ts And
Settings\All Users\Applicati on Data" rather than under "C:\Documen ts And
Settings\<usern ame>\Applicatio n Data"

I've added the merge module to the web deployment project. Unfortunately,
when I try to install the web project, the merge module's files are placed
under the current user's Application Data, and I need it to be under All
Users. Moreover, a web deployment project does not have a way to select
between Just Me/All Users like a regular deployment project does.

I've tried using Orca to set ALLUSERS property from 2 to 1 but it didn't
help.

Any help is greatly appreciated.
