Visual studio .net install hangs on 2003

When installing VS.net 2003 the install gets to

Key: HKEY_LOCAL_MACH INE\SOFTWARE\Mi crosoft\MSDN\7. 0\Packages\{e8b 06f41-6d01-11d2-aa7d-00c04f990343},
Name: Value: WebBrowser Package

At this point it hangs, I left it over night hoping that it would
continue on and when I got to work in the morning it was still at that
point. I killed the task and rebooted. Then tried to continue the
install at which point it told me I had to uninstall the failed
install. That point I did and rebooted and started the install again.

The install is again hanging at this point, any ideas?
