Cannot delete from GAC - Windows Installer

I need to be able to remove some dlls from the GAC in
order to return to using an older version of a component
but I do not seem to be able to delete anything from the
GAC in order to do so.

Whenever I try to delete a dll using a GAC removal utility
(with a parameter to force the uninstallation even if
there are dependancies) I get a message saying that the
assembly is required by one or more applications and that
there are pending references to Windows Installer.

I have made sure that nothing is running in the
background, including IIS, and Windows Installer is not
even running under services (it is set to Manual and has
not been started).

Has anyone else experienced this problem? Is there a way
to forcefully clean out (all or some of) the assembly?

Thank you in advance for any help,

Chris.

I have also written a small DLL (USSsetup.dll) that is used to start/stop the service using a custom action. This dll is apparently dependent on the MSVCP71.DLL and MSVCR71.DLL's as per the Detected Dependencies folder visible in the deployment project All this good except I am UNABLE to Retarget the output of the msm merge...

When un-installing an application... Is it normal practice to write a special program that erases all the files and folders for all the users of an application that reads and writes to SpecialFolder.ApplicationData (C:\Documents and Settings\Username\Application Data) ? Or, is there some way to get the ms installer to do this for you? Is there some way to use Application.UserAppDataPath to ease finding

I'm running in 2003Server, so its not a vista issue. Any ideas why i cannot do this xcopy from my installer, yet it works fine from console program? Process kafInstallProcess = new Process();
