Bug in ConfigurationSe ttings

If I call ConfigurationSe ttings.GetConfi g(...) the first time, it works
fine, demanding no permissions. However, if I call it again for a different
section, it demands FileIOPermissio n Read/PathDiscovery permission to the
app's directory (kind of difficult to assign this permission to the assembly
in this case). Is this a bug or intended behavior? I don't really see why
a second call would be any different from the first, unless there is some
caching behavior going on behind the scenes.
