Determining User's proximity to the monitor/screen

is there some possible code which one can use to determine the distance of the person fom the screen

This is no easy task, and short of using at least two cameras and some fairly complex algorithms I think you have little hope.

The easiest way would be to use a ruler ;)

Which person? The one typing on the keyboard or the one standing behind my back watching while I'm typing or the one trying to block my screen while I'm typing ....

Without extra hardware I would say no there is no effective way.
Cameras are easy to find/install but are overkill. You could get range sensors and a microcontroller if it means that much to you, but seems expensive and low scale.

What you could try is something similar to an eye chart. It would relay on user honesty and their input and at that point you could just pose the question "how far are you from the screen?"
