JavaScript Caching Problem

My website has a dislayed which has a number of messages displayed in a radom manner. When I call this javavscript from my HTML pages it gives me error not always but sometimes.

How can I prevent Caching of JavaScript and CSS files ONLY when I deploy a new application? I only want to force a refresh the first time the client uses the new build.
