No. It's a user setting. Even if you could stop it, you shouldn't: it's
not your right to do so.

Turn off what? If it hapens, it's due to the computer's settings. Web
authors deliver content, they don't alter the user's preferred environment.

Nope MS decided that the fact that the screen changes was not enough
stimulation for you, so they made it click to. The only way to turn it
off is the control panel.

At first blush this seemed like it should be so simple. Guess again.
I want to only allow numeric characters and hexadecimal values in a TextBox,
anything else should be ignored, and maybe a beep be issued.
So I figure I need a KeyDown event and I just have to mark it as Handled,
