Push Notification For NEW Rss Feed?

I am trying to develop an application which sends a notification to the user if there is any update in the website .
I have developed an RSS feedback application for the website ( any news website) .
Now i have send a push notification for new RSS feed .
how do i proceed ?

RSS feed will get all the feed right .. i just want to give notification for the new ones ..

I'm looking for the best way to do minimal (probably 1 MB or so) updates to existing data, by having the client app monitor a live feed. That data feed will periodically broadcast the update packet to all clients. I suspect that this is done often enough that there is a somewhat standard method, or maybe a toolkit.
