Table, Font, Background image problem..HELP!

Am I doing something wrong? The colums on the left and the right are
both tables. On the left I have a background image...on the right a
background color. A couple of people dont see either and the fonts of
the letters are considerably larger like 16 pt. I looked at settings
on PC of user and I checked for font settings and internet browser
options (ignore fonts...etc) and nothing fixed it. I placed a doctype
at top of 4.01 transitional...here is an image of what its looking
like:

Is this an html probelm or a client side browser/user setting problem?
The user is using IE6 on XP Pro.
