Function Keys as shortcuts?

Hi -- I have a web page and my user wants to have shortcuts added to a
couple of buttons on the page so that the end-user does not need to
use the mouse to process. I am using IE, so I can use the "accesskey"
tag, but that only let's me enable an ALT+letter function. Does
anybody know of any way I can specify one of the function keys as the
shortcut? The request is to use F9 because that is the function key
in their current application.
