change size of floating object

Hey folks;
thanks for being here and helping out.
I have a page which I'm improving the nav-bar. I started with a framed page
Page
but frames are discouraged by most experienced authors.

The other page I tried was one using a linked floating page nested within the main page.

I got this from

The problem is that the window to the navbar page is too small. I haven't been able to find out how to change the height of the floating page. I would also like to know how to center the window on the page rather than specifying it's position from the bottom.
Thanks in advance for your help.
If you know of any websites which go into more detail on this, I would love to learn more.

Is there any particular reason you are using frames? You can make that layout without frames easily. Also, if you are going to have a professional website you need to get rid of links that you used for javascript. Just my opinion.

I first tried frames in order to keep the navbar in place while the page scrolled.

Then I tried this page which does not use frames.

If anyone knows how to change the size of that floating window, I would be interested and grateful to hear advice.
