Requirements of a dynamic web page

I am just starting out, are html and css sufficient enough or is other types of code you need to know?

HTML and CSS generate the static view of a web page. In order to change these things, aka, make them dynamic, you need a programming language of some sort. One of the best ways to do this is with Javascript. This is the most common way to alter the page on the users browser as he interacts with it.

Another way is a language/script running on the server side which will interact with the browser and change the page on the fly. This isn't really a dynamic page since the server actually returns a completely different page depending on what the user clicks on but you usually see Java, PHP, Perl and several other languages running on the server and feeding the pages to the users browser.

If you know html and css, I would suggest learning javascript.
