Embed/Include in HTML ... is it possible ?

I need to build a site with pages based on a common layout. This layout may
change in the time.

To avoid extra-works and/or lack of quality, It would be interesting to have
an embed/include tag to insert in an HTML page this common set of tags.

A page should appear similar to:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">
<html>
<head>
<title>Sample page</title>
</head>
<body>
......
.....

<include data="common-file.html">
.....
.....
</body>
</html>

Naturally the file "common-file.html" will contain the common tags.

I used, without good result, the following tag:

<OBJECT data="common-file.html">
Warning: Non l'ha embeddato !
</OBJECT>

Can anyone help me.
