Mac MSIE won't hover

I have redesigned a page at
http://www.members.iinet.net.au/~abe.../TestMain.html so that it
works with MSIE 5.5 and 6, Mozilla, Netscape, and Opera for Windows,
and Safari for Mac OSX. It almost works for Mac MSIE 5.2 for OSX, but
only in this browser the links don't change colour or indent when one
hovers over them. What am I doing wrong? Is there a fix?

Is it because I have the left navigation div both floated and fixed?

Shame on me for not testing my site http://www.tsmchughs.com/ in MSIE at "larger" font size. I just did today, and found an unpleasant result. The content gets pushed behind the navigation, which has position: absolute. There's a second problem which is merely cosmetic. The width of headings in a secondary navigation are not taking the full width of the containing block. Here's a simplified test case, with both problems detailed.
