Trying to learn positioning

The file at http://www.members.iinet.net.au/~abell1/test/demo9.htm was
started so I could teach myself positioning, and to be the first stage
of a design for a website. It is meant to have a header area covering
the entire width of the viewport and 15% of the height, a navigation
area on the left fitting just below the header area and occupying 25%
of the viewport, and a content area covering the rest of the viewport.
The header and navigation areas are meant to be fixed with the content
area absolute so that in those browsers which honour fixed positioning
the text in the content area will slide scroll up behind the header
and the navigation area will remain unmoved. The design partly works
in Mozilla 1.4, Netscape 6.2, and Opera 7.23, except that the content
area scrolls over the header area rather than behind it. But in MSIE 6
the header area does not retain its designated height when in contact
with the navigation area, which is higher on the screen than it should
be. The content area appears to be at the correct height, though there
is a strip of background colour separating it from the header area. Is
this because the header and navigation areas are position: fixed; and
touch each other? Are there fixes for these two problems?
