Maintain state of HTML form?

I have a static html page with a form. Is there a way to maintain the state
of
the form without using client-side scripting (no Javascript) or turning it
into
a dynamically-generated page using CGI or using cookies?
Say I have in page1.html:
<input name="field1" value="default1 "/>

When a user fills field1 with "uservalue1 ", submits the form and then either
goes back to page1.html or reloads page1.html, all form fields are reset to
the default values (cleared if none). I'd like the reloaded page1.html to
have
"uservalue1 " filled in field1. But again without client-side scripting,
preferably
through the use of some HTTP header without using CGI or cookies.

You will need session/cookie support and server-side services to track user
supplied values. It will not be possible otherwise...
