Need Help With Members Area and Newsletter CGI Forms

I got a website where you going to have members area and newsletter. So how do I
go about creating the cgi/perl forms and storing it the mySQL database? Take a

That's a rather large subject, and off-topic for this group.
(comp.infosyste ms.www.authoring.cgi would be better).

It depends where you are starting from, do you need an introduction to
programing? Help with designing a database? An introduction to working with
CGI? etc etc.
