why the window hides part of my page when I make the window smaller

I am designing a website but when I make the window smaller it hides part of my website. any ideas why it is doing it. i tried with overflow:auto/scroll but didn't work.
i have a
header
1|2|3
footer

when i make the window smaller it hides number 3 and i am only able to see 1 and 2

Hi bettor,

Do you have example HTML and CSS so that this can be reproduced, or a link to the page that this is happening on.

At a guess, without the code, I would say that there is a min-size on an element and the overflow is not applying correctly.

i will be very thankful if you could help me what I actually want to achieve is when I change the size of the window and if there is any overflow to appear a horizontal scroll on the bottom of the browser.
