Okay,
What I'm trying to do is create two boxes, one on top of the other.
The first is a static height, the 2nd, underneath it, should take up
the remaining amount of screen space and overflow with its own
vertical scrollbar for any extra content.
I've managed to come up with this, which works perfectly in Mozilla,
but fails in IE:

I have a frameset header/contents. It's necessary to force the header's
scrollbar to be visible to preserve the alignment between the two frames
(see www.liceomichelangelo.it for details).
<frame src="header.html scrolling="Yes"> doesn't work with Mozilla (this
is a bug), so I caused the scrollbar to be present via css as follows:
body{overflow: -moz-scrollbars-vertical;}

During testing <div style="overflow:auto;"> in CSS I noticed the
mousewheel would work in Mozilla only after I made a <a href="#">some
text</a> link and clicked on that, within the div.
It appears as if Mozilla needs to have the focus set on that div in
order for the mousewheel to work. That's all that link does. The
mousewheel works perfectly in IE without the link. It scrolls the div
even if there is a scrollbar on the page.

I'm making a foray into trying to create custom vertical scrollbars and
sliders, and thought I had a basic idea how to do it, but seem to be
having some trouble with the implementation.

(a) create a div for the slider / scroll nub to move within

How do I get a html table in mozilla to only have scrollbars if it is exceeds a height. "max-height" used to work but it no longer works for me. I can scrollbars added if it exceeds a height. In the example below IE will shrink the table if I comment out some of the rows. Mozilla won't shrink the table. I tried using max-height but that doesn't seem to work. Any help would be greatly appreciated.
