Support of HTTP edition is decided by client end or server end?
They decide it together.
The client sends the highest HTTP version it supports, the server responds
with the highest version it supports, but not higher than the client's
request.
E.g. a server that supports HTTP/1.1 must reply with HTTP/1.0, if the client
sends a HTTP/1.0 request.
Or a client sending a HTTP/1.1 request may get a HTTP/1.0 response, but
never a HTTP/1.2 or higher (even if this would exist).
And by the way: most of your recent questions seem to be focused on the HTTP
protocol - this has nothing to do (not much at least...) with HTML, and I
would suggest that you ask these questions in a more appropriate newsgroup.
