100% height with banner and content

Hi,

I am having some difficulty to have two DIVs or cells on top of
eachother that
take (at least) 100% of the browser height.

First I tried to use DIVs and set them HTML and BODY height to 100%.

Both IE6 and Firefox make the entire content too large. I expected the
100% of
the content DIV to take the remaining space (maindiv - banner), however it
takes 100% height of the entire browser view again.
Setting the banner to 10% and the content to 90% works, but there is no way
to know that the banner won't take much more that the 10%.

My second try was to use a table.

In that case Firefox works fine. However IE6 has the same problem as
above. Strangely enough if I remove the doctype it will work fine. But
I really don't want to remove the doctype, because it is much harder
to use CSS in IE6 without a doctype.
