hi every body today my sir has asked me to search for a web based project management software on web i have searched many sites but iam not satisfied now i have a doubt that cant we desighn a web page useing html and place it in web server if it is possible please sugest me the easy steps i promiss u that i will learn as fast as i can but the only thing is just say how to start the project and is it advisable to do that in html

You may want to check out Virtual Project. It may be just what you are looking for (open source and free, too).

To say somthing abt my project i would like to design a website for my personal(ie for our team ) use in my team there r three sub levels and at each level there are three people now i would like to design a website with a login form once after the user logs in he should be able to see his project at his level given by the higher level
let me explain u more clearly
level 3 should have to see only there projects and there dead lines
level 2 should be able to see the projeccts of both the levels ie 2 and 3 and level three which is top level should be able to all the levels projects
can any one help me vth an idea or an example software i dont mine wat ever the language it is please help me out

the work is not very tough only you have to know the facts...
