IEExec.exe exception

I have a smartclient (3 tier) solution that I deploy via a hyperlink on our Intranet. It is having some problems. On some machines now when the user clicks the link it will not load the application it just simply sits there and does nothing. However, on some others it gives this message
IEExec.exe - Common Language Runtime Debugging Services
Process Id=**** , Thread Id=*****
click OK to Terminate the application
Click CANCEL to debug the application

My original work around was simply rebuilding the application which created a new executable. When the user clicked on the link then the application loaded fine. It was the "same executable" (no programming changes) just compiled more recently and it works.

I have found since that if I use the gacutil.exe /cdl option and then click on the link again it will not produce the error. Further supporting that it is not the executable but something within the downloading of the app.

I have no clue why this error appears or how to prevent it from happening in the future. It is obviously not the programming it has something to do with the download.

How can I figure out how to prevent this from happening to my users. I spent all morning re-compiling my code.

I set the intranet permissions to full thorugh the .net permissions wizard. Is there particular code that could be causing this? I made a smart client that I purposed to offer on a web server. But when I try to run it by dint of Internet Explorer, I get the System.TypeInitializationException in the IEExec.exe thread. My exe is signed and has full trust on my computer. And when I start the programm directly (C:\Inetpub\myfolder\sample.exe) it works fine. Has somebody an idea?

I have a windows form program that should not run from the internet. I placed it in a virtual directory to allow users to download it. When the try to access it, IEexec tries to run it. Is there any code I can put in the exe itself that tells IEExec it's not that kind of program? Something like: System.SomeCoolDotnetClass.DoNotRemotelyExecute ???

Hello! I've got many programs which crash with the execution engine exception as they're executed by IEExec. If the programs are executed using the ordinary host for the CLR, everything works as it should. Have some of you seen some problems with IEExec as well. I hope the problems will be fixed at the first service pack.
