CCA3061N error connecting to new databased only

This is complicated so I will try to be specific.
Server: W2K DB2 V8.1 fixpack 4
Instances: DB2 databases TOOLSDB, DBDC
DEV databases SURVEY, QUALDEV, DBDCDEV
STAGE databases WSWSTAGE, TEMP
I am having a problem I created the development box and things have
been going well. I started to use Federation and things have gone
south. I enabled federation on the DEV and DB2 instances to do some
tests. I then needed to create a new database on the system. I
created one on the DEV instance and it created fine and loaded all the
data but my users can not connect to it. When they do the get the
following error
"CLI connection failed.
SQL30061N The database alias or database name "DBDCDEV "
was not found at the remote node. SQLSTATE=08004"
I then decided to try to try to build it under a different instance
and when I built it under the DB2 instance they could connect to it.
I had some users who had not connected to the QUALDEV database and
under the same instance they can connect to that database. Whatever
is causing the problem is only effecting new databases under two of
the three instances not databases that had been created in the past.
I have compared dbm cfg for both instances and other than size of
config parameters nothing is different. Can anyone give me a guess on
what to try? I have tried changing the svcename, I turned off
federation I have created a new instance and can't connect to
databases created on the new instance. Where do I start?

Each instance uses a different TCPIP port. It sounds to me like you
have (on client workstations) cataloged the DBDCDEV or QUALDEV databases
using the wrong instance (i.e. port). Make sure your DB2 client
machines are pointing to the correct port on the server for each
database.
