LOB SMS file segment allocation increases exponential means more fragmentation?

I don't mean that our data grows in an exponential rate. According to
the Adm planning manual, LOB data is stored in segments that are
("powers of 2" * 1024). Wouldn't this mean that the larger your LOB
objects, there is a higher probability of internal fragmentation
(wasted space within those segments)? If it is what is the basis
behind such calculation, performance?
