Is GENERATE_UNIQUE unique only within a database?

generate_unique() function yields a value that is a timestamp plus
partition number. If you have multiple instances of the same database
that use columns with values generated from this function, dups can
happen, right?!

Correct. To make it unique, you'd have to generate some unique number
based on the database name at append it.
