Installing and Operating DB2 Within Windows Domain

I'm a UNIX person who is having difficulty understanding Windows security.

I've got to install a DB2 server (initially Express-C) in a Windows domain
environment.

I fire up the installer and everything goes fine until I come to create the
user IDs for the instance. I read that the recommended way is to use a
Local Domain account (not a local system account), but whatever I try it
won't let me create an account locally (always says the password isn't
appropriate) or domain account (don't have authority).

So I resorted to the local system account. It lets me install, but
wouldn't let me catalog remote databases or create local ones. I
discovered a DBM CFG parameter which allowed me to bypass some check to
catalog remote databases. But I can't seen to find a way to let me create
local databases at all.

I want to do this "properly". My aim is to have a group of DBAs and
developers who can create local databases for unit testing on their own
machines, before moving onto shared (UNIX) servers for later stages of
testing.

So can someone give me, in words of one syllable if possible, exactly what I
need to ask our Windows domain administrators for so that I can install and
use a DB2 server with domain accounts ?
