Strange Reorg response time

Hi Team,
In our production env we are encountering a issue with the reorg and overall application perforamnce as well. Application with some level of concurrency goes into lock contention and overall application performance. During one of the biggest table reorg only took 7 hour to finish its table and indexes. Total rows into that table is 100 mil and approx size of the table is 11 GB. I have done reorg against the same table in diffrent environment and it took 15 minute to reorg same size of the table. Whatever the issue is, I think that is also responsible for application slow down.
