9.2 license issue

I have a working 8.2 installation on a Windows machine.
I'm trying to install 9.1 license on a successfully installed 9.1
installation on the same machine.

Note: My license is a IBM PartnerWorld license that comes with the
product.
>From a 9.1 command window I run:
c:\Program Files\IBM\SQLLI B_01\BIN\db2lic m -s c:\db29p2\ese\d b2\license
\db2ese_t.lic

Where the path is the 9.1 path and the license is my bundled license
key with my IBM Partnerwork downloaded 9.1 product.

I receive the error:
LIC1432N The license could not be added to the nodelock file because
this product has used the maximum number of evaluation licenses. The
maximum number of evaluation licenses is "1". Run this command again
with a permanent license key.

Why isn't this working?
