upgrade to bd2 udb 8.2 slowed down queries.

I've recently upgraded from 8.1.4 to 8.2.3. System slowed down
noticebly. Explain shows that indexes are not used. I did reorgs on
indexes and tables, collected stats on key fields with detail sample
for all indexes... Any help would be greatly appretiated.

I'm running into an issue where a big query that may take 30-40 seconds to reply is holding up all other backends from performing their queries.
