db2javit.dll error starting Control Center (or any GUI app) with DB2 8.1 on Windows

Hi Folks,
I'm received this error on starting Control Center from the Start
menu....

db2javit.dll
This file does not have a program associated with it for performing
this action. Create an association in My Computer by clicking View and
then Clicking Options.

Here's what I've tried....

-- installed DB2 8.1 PE
-- installed DB2 8.1 SE
-- installed Sun JRE 1.3.1
-- installed Sun JRE 1.4.1
-- installed DB2 8.1 PE custom (unchecked IBM JRE install on custom
options).
-- set PATH to be sqllib\bin, and JDK_PATH to be location of Sun JRE
1.3.1, then
tried uninstall/reinstall of DB2 8.1 PE
-- edited db2cc.bat, adding -t option pointing to Sun JRE 1.3.1
location of java.exe
-- tried starting CC from command-line
-- tried other applications from command-line & start menu. All GUI
apps report the same error.
- tried registering DLL.
- tried the various setup files (located in Windows directory, root
install directory, and issetup).
-- tried setting db2 admin user during install to be the local
administrator user.
-- searched db2.log for any indication of a problem during set-up.
None found.
-- searched through dejanews, google, and IBM on all db2javit posts.
Couldn't find anyone else who had this specific error.

I think that's about it. Next, I'll try the fixpack although I don't
hold out much hope. I have a feeling that this is an error somehow
related to the Windows O/S.

Other than that I'm at my wits end!

Any help would be very much appreciated. Here's the config...

IBM DB2 8.1 UDB (tried both PE and SE)
Windows NT 4 sp 6

We're having some problems trying to get the Control Center app working across a firewall. I've opened up TCP port 50000 as per the instructions I received, but I'm still not able to connect. Are there any other ports (either TCP or UDP) that I need to open? Any secondary connections? Thanks!

I upgraded my workstation (Windows XP Professional) DB2 UDB ESE version 8.1 fixpack 8 to fixpack 9. After the upgrade I'm not able to start the Information Center, nor start the General Help from the Help menu in Control Center. The message is 'The page cannot be displayed' in Internet Explorer. We are just starting to use DB2. I have a question about Control Center and port 523. Our DBA set up a database that listens on port 30280 (I have no idea where that port number came from...). Our security guy opened that port so I can access it from my workstation. It seems to work, but Control Center seems to also want to connect to port 523 first.
