How can I create groups?

Hi,
how can I create groups?
When I will create Groups, i select User and Groups Objects in the
control center, than I select "DB Groups" and select "Add".
In the Form "Add Groups", I open the Combobox "Group" and I see the
Combobox is empty. Why?
I have create a user group in Win2k but the Combobox in the control
center is empty.
