TLIB.exe under Windows 7 64-bit

I am now concentrating in library functions design using TLIB.exe under Windows XP 32-bit.I like to move to Windows 7 64-bit. Is it possible to use TLIB.exe under 64-bit Windows?
Also, Is it possible to use TLIB.exe by in DOSBOX 0.74?

Kindly, reply me as early as possible.

Many 32-bit Windows programs cna run on 64-bit Windows by using WOW64 (Windows On Windows).This emulator should be atRTWSautomatically by Windows 7. The application need do nothing special.
