Algorithm to pixelate photo

Hi everyone,

Are there any reference or text I can read up on regarding the logic
and algo to pixelate a JPEG graphic?

Not necessary C code; but more or rather the algorithm flow of how it
should be done.

Please advise.

Thanks

Is this a C question? I don't think so.

Where should I post my question?

I thought this would be the best group to ask this query. I simply
need the idea for algo so I can write out the code. May be C, may be
not.

general programming questions can go to comp.programming. However, you
have a question about a graphics algorithm. There is a group called
comp.graphics.algorithms. maybe you should check whether that's the
right place.

If not, use groups.google.com, or another service that allows you to
search for groups by keywords.

However, instea dof asking the question, maybe you should use a web
search engine to get to the answer directly.

Try comp.programming, which deals with algorithms.
