header comment-- is there a std?

Hi Everyone,
I'm a complete beginner to C++ and I'm trying to teach myself quickly because I'm using it for a project.

I noticed that programs begin with comments like below (example taken off the web)

I was wondering whether there is a standard for it and if yes can someone refer me to more info pls
. also is there an automatic way to put the Revision version and time??

I am programming in emacs in KDE/Linux environment.

Any help is hugely appreciated.
