Microsoft Visual C++ .NET Version 7.1 --Where are the toolbars?

New to developing in Visual C++.

Trying to create a toolbar.

All of the help files say to go to the Resource View, right click, add
resource - Toolbar. There is no toolbar option.

What am I doing wrong?

Please help!

You're posting to a wrong newsgroup.

Try comp.os.ms-windows.programmer.win32 or microsoft.public.vc.language.

Try microsoft.public.dotnet.languages.vc newsgroup.
Also better use the public MS newsgroup server for that one:
