If you have code that you are working with and running into issues then we'll be happy to review the code and help resolve the issue; however, if all you are after is someone to do the work - there are "for pay services" that you can contract with that will help you - coding isn't easy and people deserve to be paid for their time and talent.
If you are after a library management system - there are several open-source solutions out there: Koha, BiblioteQ, OPALS, Evergreen, OpenBiblio, Invenio, PMB, NewGenLib, CodeAchi, LIBRARIAN, etc... some require you to setup a server most have decent user forum support groups that will walk you thru setup and implementation.
If you want a simple solution even MS-Access can be setup to handle this... not much different than any inventory database. So, just to be absolutely clear about this: asking for someone to provide completed code or a completed project is against site policy.
